Printmaker Gail Ann Packer was born in Cleveland, Ohio on September 28, 1945. She attended Ohio State University where she graduated in 1966, and Wayne State University in Detroit, Michigan, where she received her BFA in Painting and Printmaking in 1969. She moved to the San Francisco Bay Area in the 1970s, eventually making her way north to Sonoma County, California. Gail practiced Tai chi chuan with Jane Golden for over twenty years, read Tarot cards, was a gourmet cook, and wrote and recited poetry. Packer was a member of the Fort Mason Printmakers, the Los Angeles Printmaking Society, the Boston Printmakers, and the California Society of Printmakers.
