Michael Winslow Raburn, painter, printmaker, and fine art printer, was born in McAlester, Oklahoma on 29 December 1951 to Ted and Mary Jo Raburn. Due to his father's job with Southwestern Bell Telephone Company, the family lived in many towns in Oklahoma, as well at St. Louis, Missouri.

Raburn received his B.F.A. from Emporia State University in Kansas and then continued his graduate work at Emporia State as well as Arizona State University in Tempe, where he studied printmaking and painting. He settled in Tempe and opened his fine arts printing business, Telos Graphics Workshop in 1979. While running his press, Raburn also painted in oils, and created monotypes and lithographs.

Raburn left Telos in 1991 and it merged with Cimarron Fine Art Studio, which is still going strong in Tempe, Arizona. Over the next ten years he worked on developing new techniques in printmaking. In 2011, he moved to Amarillo, Texas where he worked as the master printer at Vermillion Editions Limited, the print shop of West Texas A&M University.

Michael Winslow Raburn died in Amarillo, Texas on 11 September 2021.
