Oscar Navarro was born in Ermita, Manila in the Philippines in 1921. He attended the University of Philippines School of Fine Arts, but his studies were interrupted by the outbreak of WWII. Many of his classmates died through the war, but after surviving, Navarro established a shop in Ermita in 1948. He sold small landscape paintings to tourists.
His work was recognized and he won honorary mention in 1951, along with calender and poster prizes in 1952 and 1955. His murals are located at the Clark Air Base, and his large canvas paintings can be seen in the lobby of Filipinas Hotel.
